I object, philosophically, to the federal ownership of land, but given that they own so much of our state, we need to have some sort of process for allowing them to sell/trade it. However, it is completely inappropriate to attempt to handle this in any way other than as an administrative procedure, through the Executive branch of government. The congress should concern itself (exclusively) with lawmaking, not with land swaps...nor with any specific disposition of public property.
It is hard to comment fully on this, because John Kerry doesn't even have a copy of it on his own website! (at least not as of 7/14/2004).
But...From what I can gather from news reports about it, it looks like he wants to decrease subsidies to the timber industry by $100 million and use the money for a "Civilian Conservation Corps"-style forest restoration program, with other incentives to spur development in the biomass industries.
